ACCEPTING VISITORS and TRAFFIC RULES

 In order to live in our campus in peace, it is essential to set guides for accepting visitors and traffic rules.

It is the responsibility of all stakeholders in the Marmara Education Village campus to comply with the following “Maltepe University Traffic Rules”. Maltepe University Traffic Rules are based on the relevant legislation and decisions of the University administration. The rules are determined and implemented under the supervision of Maltepe University Traffic Safety Board. 

It should not be forgotten that the use of vehicles in our campus is not a “natural right” except for compulsory circumstances and it is a privilege recognized by our University. 

Maltepe University Traffic Rules are the rules that are permanently valid in the campus. In the application of the rules, there is no time / space limitation unless the contrary is determined by the authorities. 

1.   Rules on Traffic Flow in the Campus 

1.1.        Pedestrians:

1.1.a.   Human life is the highest value. In our campus, pedestrians have the right to priority in all cases and conditions. Pedestrians have the priority of way. Any behavior that may endanger the life and property of pedestrians should be avoided.

1.1.b.   While pedestrians have priority rights, pedestrians are also obliged to comply with traffic rules. Pedestrians are required to choose areas allocated to them during traffic. For crossings, it is necessary to use the specified pedestrian crossings. Pedestrians, except for crossings, should choose the paths reserved for walking.

1.2.        Entrance of Vehicles to the Campus:

1.2.a.   The vehicles allocated to the public in our university campus (ambulance, taxi, fire truck, etc.), public transportation vehicles, University service vehicles, Marmara College Service vehicles in our campus, academic and administrative personnel of our University, private vehicles belonging to our students and their parents are allowed to drive in the campus provided that they have the necessary permissions. All vehicles must comply with Maltepe University Traffic Rules.

1.2.b.   New generation vehicle identification cards must be present on all private vehicles that will enter the university campus continuously. Vehicles that are required to have a vehicle identification card are not allowed to enter the campus without the identification card.

1.2.c.   A vehicle identification card is provided for the students of our university and the parents of the students studying at Marmara College at the beginning of each academic term / academic year for the vehicles foreseen to enter the campus, in accordance with the rules determined by the relevant unit, and the necessary information and documentation (currently the operations are carried out by the Public Relations Department).

1.2.d.   Academic and administrative staff of our university and Marmara College employees are also required to obtain vehicle identification cards for their private vehicles.

1.2.e.  Each right holder has the right to receive a vehicle identification card for up to two vehicles.

1.2.f.    In cases where a fee is foreseen for the allocation of vehicle identification cards, this fee shall be collected only once during the validity period of the card. Vehicle identification card fee is not collected from the academic and administrative staff of our university and the employees of Marmara College.

1.2.g.   The vehicle identification cards must be affixed in such a way that they are visible on the right corner of the vehicle's windscreen. Vehicles with no vehicle identification card affixed, will not be allowed to enter the campus.

1.2.h.  It is forbidden to use a vehicle identification card assigned to one vehicle in another vehicle. When such use is detected, the vehicle identification card and the vehicle using the identification card of this vehicle will not be allowed to enter the campus.

1.2.i.    Publicly allocated vehicles, public transportation vehicles, University service vehicles, Marmara College Service vehicles in our campus are not required to have vehicle identification cards.

1.2.j.    For vehicles that will enter the campus as a visitor vehicle, Guest Vehicle Entry Card is issued after the purpose of the visit, registration and driver information is recorded by the security personnel. Visitor vehicles must keep this card visible on the right front window of the vehicle during their stay.

1.2.k.   Company Vehicle Identification Card is issued to vehicles entering the campus permanently for other reasons (transport of goods, product delivery, etc.). Company vehicles are required to keep this card visible on the right windshield of the vehicle during their stay in the campus.

1.2.l.    “Special Vehicle Identification Card” is given to disabled students, employees or parents. Use of the Special Vehicle Identification Card has the same conditions as the “Vehicle Identification Card”. However, our stakeholders who have a “Special Vehicle Identification Card” have a privileged position regarding the use of parking spaces. Except for emergency parking areas, Special Parking Permits are available.

1.2.m.  It is compulsory to have a vehicle identification card, guest vehicle card and / or company vehicle identification card and it is not allowed to enter the campus without it. If such a vehicle enters the campus in any other way, the security personnel are authorized to carry out the necessary actions for the vehicle to leave the campus.

1.2.n.   Vehicles without license plates, vehicles whose license plate cannot be fully read, will not be allowed to enter the campus.

1.3.        Navigation of Vehicles

1.3.a.   Pedestrians in our campus, have the priority right in all cases and conditions.

1.3.b.   There is a speed limitation application on the campus and the maximum speed of the vehicles is determined as 30 km / h unless a different application is specifically stated.

1.3.c.   In traffic flow, publicly allocated vehicles, public transportation vehicles, University service vehicles, Marmara College Service vehicles in our campus have priority rights. It is essential that private vehicles do not interfere with the course of such vehicles.

1.3.d.   All vehicles traveling in our campus must comply with Maltepe University Traffic Rules, security personnel and authorized persons, notices, warnings and all kinds of signs for the safe and controlled flow of traffic.

1.3.e.   It is forbidden to drive vehicles in a way that poses a danger to pedestrians, other vehicles and campus order.

1.3.f.    It is forbidden for vehicles (modified, different exhaust system, emitting excessive noise and smoke, etc.) to disturb the people and the environment and disrupt the order of the campus. Such vehicles do not qualify to enter the campus even if they have a vehicle identification card.

1.3.g.   It is essential not to disturb the people and the environment in the campus. Sounding the horns unnecessarily, listening to loud music, disturbing the environment, throwing garbage out of the vehicle and driving the vehicle in a disturbing way is forbidden. Vehicles that violate this rule shall be taken out of the campus immediately.

1.3.h.   Our university is not responsible for the accidents that may occur while the vehicles are being driven.

 2.   Rules About Parking in the Campus

 2.1.        The students, academic and administrative staff of our university, the parents of the students studying at Marmara College, employees and guest cars are required to park in the parking spaces allocated to them. It is forbidden to park anywhere other than designated parking spaces.

2.2.        It is obligatory to comply with the rules, lines and signs determined in the parking spaces in terms of traffic safety.

2.3.        To park a vehicle in an area that is not designated as a Parking Space and to wait in such an area in the campus is forbidden. It is forbidden to park continuously or temporarily on the pavement, roadside, on the road, front part of the entrance and exit of buildings, designated areas to be used in case of emergency, and clearly designated areas where parking is prohibited.

2.4.        All vehicles, except cars, can only be parked in designated areas.

2.5.        Our University is not responsible for events such as theft and accidents that may occur in the parking spaces.

3.   Rules on Violation of Traffic Rules

 3.1.        Violations of traffic rules and situations that may jeopardize traffic safety, other actions breaking the Highways Traffic Law and related legislation are subject to the determined Penalty Points System.

3.2.        Penalty Points System: The Penalty Points System should not be regarded as restrictive or punitive, but as regulatory and guiding. In accordance with the Penalty Points System, vehicle users with a vehicle identification card that are allowed to navigate within the campus have 100 points. For each reported and / or determined violation of the rule, penalty points are applied as stated in the table below and these points are deducted from the 100 points.

3.3.        All stakeholders in our campus are authorized to report the violations of the rules.

3.4.        Procedure for Notification of Violations: All our stakeholders who have access to our university's information automation system can report vehicles that violate our University's Traffic Rules. Reports of violations are to be made via the internet address http://trafik.maltepe.edu.tr. The reports will be evaluated by the authorized units, and as a result of the evaluations, the vehicle owners will be notified, where Penalty Points application is considered necessary.

3.5 Procedures for Notification of Violations and Exercise of the Right to Defense: In cases where it is necessary to apply Penalty Points as a result of the evaluation after the violation is reported, a violation notification is sent to the owner of the vehicle via SMS and the owner is informed that he / she shall learn about the details of the violation via http://trafik.maltepe.edu.tr/. The defense rights of those who receive such notification from our University via SMS shall be reserved within 10 (ten) days following the notification. They shall apply their defense via the internet site specified in the SMS. They are required to print and sign the defense on the internet address within 10 (ten) days following the notification and submit it to the Rector's Office. Any defenses that are not signed shall not be considered. In the event that the defense is not duly prepared or the defense is not justified by the Board, the Traffic Safety Committee shall decide on the application of Penalty Points to the perpetrator at the rate determined according to the type of violation. The decision is notified to the person concerned.

3.6.        Procedure for Exercising the Right to Object to Penalty Procedure: With regard to the Penalties        finalized by the specified procedures, an objection may be filed within 3(three) days following the finalization. The objection must be submitted in writing to the Rector's Office and it should be signed. Appeals are evaluated by the Board and the result is notified to the concerned. 

 3.7.        Sanctions in Case of Violation of Traffic Rules:

3.7.1.    For the actions defined in category (C) in the table above, vehicles which have their points reduced to zero from 100 points are not allowed to enter the campus for a period of 1 (one) month. Care is taken to apply this period during the education period.

3.7.2.    Vehicles with their points reduced to zero from 100 points due to the actions defined in category (B) in the above table or due to actions in category (C) and (B), are not allowed to enter the campus for a period of 3 (three) months. Care is taken to apply this period during the education period.

3.7.3.    Vehicles with their points reduced to zero from 100 points due to the actions or due to actions in category (A), (B) and (C) in the above table, are not allowed to enter the campus for a period of 6 (six) months. Care is taken to apply this period during the education period. Vehicles identified as seriously defective in the actions of category (A) are not allowed to enter the campus for a period of 1 (one) year. Care is taken to apply this period during the education period. In the event that the Board decides to award penalty points due to the actions defined in category (A), the vehicle which receives the penalty points by taking into consideration the campus, traffic and individual safety, except for the cases mentioned above, may be prohibited to enter the campus for a period between 15(fifteen) days and 3(three) months.

3.7.4.    Vehicles with their 100 points reset (Students who are required to provide identification for the Vehicle Identification Card, and other stakeholders) will not be given Vehicle Identification Card again during the period of sanctions. If there is more than one vehicle identification card, sanctions will be applied for the other vehicle identification card as well.

3.7.5.    Drivers of vehicles whose Vehicle Identification Card has been canceled are not allowed to enter the campus as a driver during the sanction period. When it is determined that the drivers who are prohibited from entering as a driver enter the campus during the sanction and / or drive a vehicle within the campus, the sanction period is extended twice.

3.7.6.    The vehicle identification cards of the vehicles / drivers which have been reduced to zero points in the same academic year for more than once, shall be canceled prospectively for 1 (one) year. The 1 (one) year period shall be considered as part of the education period.

3.7.7.    The penalty points received in one academic year are reset at the beginning of the next academic year. However, sanctions of those subject to sanction shall continue.

3.7.8.    In addition to the application of penalty points, behaviors that are contrary to the traffic legislation in force in the country, such as driving without driving license or drink driving, are reported to the Police Department Traffic Branch Directorate with a record.

3.8.        Traffic Rules Violations That Require Disciplinary Investigation: In the following cases, in accordance with the legislation in force, a disciplinary investigation is initiated in addition to the application of penalty points.

3.8.1.    Entering the campus with a forbidden vehicle, driving in the campus despite the sanctions applied

3.8.2.    Copying, producing, reproducing or performing forgery in another way regarding the vehicle identification cards

3.8.3.    Making the vehicle identification card available to a vehicle that is not authorized to use it, using it in another vehicle other than the vehicle it is assigned to or making it available to someone else

3.8.4.    Drink driving

3.8.5.    Verbally or physically harassing other drivers and / or pedestrians

3.8.6.    Insulting, inflicting violence or attempting these towards officials or people who try to warn

RULES FOR ACCEPTING VISITORS

 Article 1: It shall be obligatory for all academic and administrative personnel to wear their identification cards visibly during working hours. The identities of those who do not wear their identification cards will be checked by the security officers and this shall be reported to the General Secretariat in minutes.

 Article 2: Any visitors, guests and commercial suppliers who come to Marmara Education Village will not be allowed to enter Marmara Education Village without confirmation from the related person and registering in the guest book. The relevant units are obliged to inform the security department regarding the visitors to the security unit beforehand. If the related units cannot be reached by the security, unidentified visitors and guests will not be allowed to enter the campus and with a proper manner, they will be reminded that an appointment should have been made.

Article 3: Problems (threat, quarrel, insult, etc.) between the Academic or Administrative Staff and the students shall be reported to the relevant School Principals without delay and necessary measures shall be taken.
